Background: The Government of Iraq (GoI) in coordination with the US Government (USG) is procuring various types of equipment (equipment list provided as Technical Exhibit E through Foreign Military Sales as part of the Iraqi Army Modernization program. The procurement of equipment, and services includes: major end items, support equipment, spares, special tools, communication equipment, field support representatives, and new equipment training.

Scope of Work: The Iraq RGB SAT, also known as the Extended Training Service Specialist Team (ETSS), shall provide the initial introduction of the operating parameters and maintenance requirements for the various types of equipment being procured to modernize the Iraqi Army. The ETSS will train Iraqi Officers, Soldiers, Maintenance Managers and Maintainers on the operation and maintenance of the equipment. Additionally the ETSS will train an Iraqi cadre to be capable of conducting future training independently (Train the Trainer).

shall conduct Medic/Combat Lifesaver Course for up to 24 Iraqi students. Training shall include all unclassified tasks conducted at US Army Medic/Combat Lifesaver course but will be tailored specifically to the Iraq RGB. Training will also include Ambulance Driver and Operator training

Lead Trainers: Retired/ former senior military NCO (E7 or above to include Warrant Officers),with extensive experience. Have experience in following Army Military Operational Specialties (MOS) or military equivalent: 68W. Must also have experience as a US Army or Military Instructor.

Senior Security Analyst & Safety Coordinator - Kenya

OVERALL OBJECTIVE:
The purpose of this position is to provide geopolitical analysis and write high quality security reports based on data provided by the Field Officers, targeting an audience of NGOs; support NGOs during crisis management.

The ability to interact with all parties while maintaining and emphasizing a position of principled political neutrality and operational independence is paramount.

BACKGROUND OF NSP:
The NGO Safety Program (NSP) for Somalia / Somaliland is a program created by NGOs, which aims at supporting International and National NGOs to operate safely and securely in Somalia / Somaliland. NSP, initially called the NGO Security Preparedness and Support (NGO SPAS), was established in 2004 by NGOs operating in Somalia / Somaliland. NSP is administratively and legally hosted by the Danish Refugee Council (DRC) to provide it with a legal and administrative framework, through which to fulfil its functions more efficiently, effectively and accountably.

NSP provides support to NGOs through four types of activities: Information and Analysis (Reports, briefs), Training (Personal security, capacity building of NGOs), Response (incident management support), SPU facilitation for Puntland and Somaliland.

NSP is funded by ECHO, DFID, SIDA, CHF. All NSP services are free of charge for NGOs.

KEY RESPONSIBILITIES
A) Management:
• Responsible for the management of NSP Field Staff, with a clear understanding of the pressures associated with operating in hostile environments (recruitment, appraisal, workplan, authorization of movement, missions orders, leave request disciplinary measures etc.)
• Responsible for the logistics and financial needs of the field staff in link with the Senior Administration and Finance Officer.

B) Analysis:
• Source, process and analyse complex information for the production of regular security reports (daily reports, weekly reports, specific advisories) for an NGO audience
• Ensure those reports are of high quality standards (writing, presentation, cross checking, reference notes)
• Participate / Produce briefings papers, position papers and other proposed supporting documents to NGOs.
• Participate / produce regular oral briefings to NGOs
• Provide specific advices to NGOs after validation of the request by the line manager
• Travel to Somalia (security permitting) to gather information and train field based staff
• Maintain a regular network of information (UN, governments, traditional leaders, etc.)
• Pro-actively propose, design and process new analysis tools, special reports, maps, etc...

C) Training & response:
• Participate on request to the training of NGOs in link with the Training Manager
• Participate on request to specific response in support of NGOs (evacuation, crisis management)

D) Strategy:
• Participate proactively to the definition of NSP strategy.
• On request, participate to the drafting of proposals based on that strategy.
• Follow-up the action plan based on the strategy and reports against it.
• Participate in the capitalization and the development of the Institutional memory of NSP.

E) Representation:
• On request from the line manager, participate to official meetings (Authorities, UN, NGOs)

F) Reporting:
• Prepare weekly reports (sitrep).
• Participate in staff meetings, analysis meetings and other requested internal meetings.
• Participate on request to the drafting of donor reports.

REPORTING ARRANGEMENTS
The position reports to the Information & Analysis Manager, and will manage the Field Officers (11 staff).

QUALIFICATIONS
• At least a Bachelor’s degree in Journalism, any social sciences. Master’s degree preferred.
• 5 years of experience in positions requiring high level information sourcing, processing, and analysis and reporting.
• Minimum 2 years of Somalia experience and proven experience of high quality reports production on the Somali context.
• Previous experience as an NGO or UN Security Focal Point is a strong added advantage
• Previous working experience with NGOs or UN in Somalia at a senior level is a strong added advantage
• Previous experience in security (UN, NGO or government institutions) at a management level is an added advantage

General Description of the Programme: GOAL has been operational in Haiti since the earthquake on 12th January 2010. The programme is structured around two central pillars of Community Development and WASH. Security continues to be an important support function of our programme. The security situation in Haiti is stable but ever changing so the security function has a very important role to ensure that security risk to our programme is minimized to an acceptable level.

General Description of the Role: The Safety and Security Manager (SSM) will advise GOAL senior management in Port Au Prince on all safety and security related issues and ensure that the senior management team is kept informed of security developments and is in a position to take appropriate action when required. The SSM is responsible for ensuring that appropriate systems and procedures are in place to maximize the safety and security of all GOAL staff and that they are adhered to at all times. The SSM is responsible for working with programme managers at all levels to ensure that safety and security is mainstreamed into all areas of operations.

Overall Objectives of the position:
To ensure that appropriate systems and procedures are in place and are fully operational
To undertake regular threat assessments and risk analysis.
To ensure that all GOAL staff have a high awareness of the safety and security risks they face while working in Haiti and that they take all necessary steps to minimize the risks they face or to mitigate the impact of a safety or security event occurring.
To make sure that there is a balance between acceptance and protection security strategies.
To have overall management of the security department
To ensure that the appropriate security policy is in place in all areas of operation

This will be achieved through establishing appropriate infrastructure, providing initial and ongoing training and support supervision to all staff and institutionalising the collection, analysis and dissemination of security information.

Key Duties are:
To be the focal point for Safety and Security issues with GOAL in Haiti.
To be familiar with GOAL's Safety and Security procedures and policies and support the respective Country Director and Area Coordinators in ensuring that these are adhered to at all times.
To keep continually under review all safety and security procedures and policies, ensuring that they are kept relevant to the evolving safety and security context of each location.
Undertake regular risk assessments on all of GOALs activites.
Ensure that all preparedness measures as laid out in the security guidelines are in place, in particular evacuation plans and security trees.
Regularly conduct field visits to assess the field sites compliance with safety and security procedure.
Provide recommendations to the Country Director and Programme Managers on any aspect of a field sites safety or security management which requires improvement. Included in the recommendations should be guidance on how to implement the recommended improvements.

PGSS relies on ruggedized, tethered aerostats for long duration flight and low operating costs while also using proven, lightweight, advanced sensors for effective surveillance. The PGSS program addresses urgent Counter-Improvised Explosive Device (C-IED) and Force Protection needs for coalition forces operating in Afghanistan. This Program continues to meet the Combatant Commander’s (COCOM) requirements for affordable, mobile, cost effective Intelligence Surveillance and Reconnaissance (ISR) systems featuring advanced sensor technologies. PGSS has saved lives while increasing tactical effectiveness of coalition forces. The PGSS Operator (Operator) is responsible for the effective utilization of the Intelligence, Surveillance, and Reconnaissance (ISR) aerostat. The Operator designation is separated into four roles and corresponding responsibilities, as follows: Flight Engineer; Payload Operator; Handler; and Launch and Recovery Director. The Flight Engineer manages the health of the payload and provides overall coordination and direction of the sensor(s), while communicating directly with the military customer. Job Description PGSS Operators – Afghanistan

STS International, an innovative systems engineering and integration firm, is seeking experienced operators with recent deployment experience in Iraq and/or Afghanistan to operate the Persistent Ground Surveillance Systems (PGSS) at locations throughout Afghanistan. PGSS relies on ruggedized, tethered aerostats for long duration flight and low operating costs while also using proven, lightweight, advanced sensors for effective surveillance.

All Operators will be required to complete a minimum of ten (10) weeks of PGSS training at the Government training facility in Yuma, Arizona. (Candidates who can provide documentation of prior PGSS certification may be exempt from this training.) Following successful completion of the Operator certification course, the Operator will deploy to Afghanistan for approximately 1 year.

Active DoD Secret level clearance is required.

Primary Roles and Responsibilities:
Responsible for the effective utilization of the Intelligence, Surveillance, and Reconnaissance (ISR) aerostat.
An Operator can play one or all four of the following roles in a given tour:
Serve as the Flight Engineer to manage the health of the payload and provides overall coordination and direction of the sensor(s), while communicating directly with the military customer.
Serve as the Payload Operator to control the payload.
Serve as the Handler to assist and take direction from the Launch and Recovery Director (LRD) during the launch and recovery phase of operations.
Serve as the LRD to fly the aerostat during launch and recovery.
Responsible for the safety of flight of the aerostat and flight crew during this phase of operation.
Conduct pre and post flight system inspections and the resulting documentation.
Demonstrate the ability to work within a cohesive team environment is critical.
Maintains safe, secure, and healthy work environment by following standards and procedures.
Documents actions by completing forms, reports, logs, and records.

Required Skills:
High School Diploma or equivalent
Experience with Microsoft Office suite essentials (Word, Excel, PowerPoint)
A prior tour (6 months or more) demonstrating the ability to function/live in an austere/remote and potentially hostile environment
This type of environment is defined as:a location (not restricted to Afghanistan) with limited communications and poor living conditions (such as berthing in tents, no shower facilities, latrines ranging from port-o-johns to buckets or holes in the ground, and MREs for meals)

In order to be eligible to enter and remain in the program, PGSS Operators must have and maintain a Body Mass Index of less than thirty (35).
PGSS personnel must be capable of routinely lifting and carrying equipment up to 50 lbs.
Personnel that do not meet these requirements shall not be admitted to the program – and if not maintained, will be released from the program.
